Special studies and reports to the governor, 1851-1854.

These reports and studies were prepared in response to requests from Governor Lazarus W. Powell. Included are reports on the number of prisoners in the state penitentiary in 1851; from the State Auditor on the amount of cash available from the Revenue Department and the Sinking Fund; and from the commissioners appointed to appraise and analyze the mineral resources of certain tracts of land.

Legislation establishing a penal system in Kentucky was passed in 1798, and by 1800, the first prison west of the Allegheny Mountains, the Kentucky State Penitentiary, was completed on a one-acre tract of land in Frankfort.
